Founded in 2012, ECON partners, inc. is a woman-owned consulting firm specializing in identifying, securing, and implementing public funding for the design, engineering, and construction of impactful economic development and capital projects. With offices located in downtown Harrisburg and Radnor, PA, we engage and build long-lasting working relationships with clients across the Commonwealth.

What Do We Do?

ECON specializes in full spectrum public funding, funding compliance, and real estate development services for a diverse spectrum of projects that include multimodal transportation, streetscape amenities, infrastructure, environmental remediation, parks and recreation, wastewater and stormwater, historic restoration, and vertical construction capital projects. Our services include grant identification; application development and submission; management of post-award compliance processes; and coordination of the complex requirements necessary to implement public funding, including procurement process design; construction documentation; diversity plan compliance; and prevailing wage compliance.

ECON is certified by the Commonwealth of Pennsylvania as a third‐party consultant contracted with the PA Office of the Budget on behalf of the Redevelopment Assistance Capital Program (RACP) program. We also manage hands on writing, approval, administration, and compliance services for RACP Grantees and Subgrantees outside of our services to the Commonwealth.

Who Do We Serve?

ECON provides grant writing, post-award drawdown, and compliance management services to municipal, private, non-profit, healthcare, and higher education clients. Our projects are as diverse as our client base, ranging from single‐site redevelopments and historic neighborhood revitalization projects, to large, mixed‐use sites with multiple end users.

Meet the Team

Founder and President, Coleen Terry

  • President

    Coleen Terry is the founder and President of ECON partners, inc., a woman-owned and staffed public funding firm headquartered in Radnor, PA, with a satellite office in Harrisburg. Coleen founded ECON in 2012, intent upon creating a client-first company motivated by results and community impacts. She fervently believes when communities and clients grow from her efforts to advance projects, ECON grows.

    Coleen brings more than 25 years of economic development experience to each project and community she engages. Fostering client outcomes that directly benefit the neighborhoods where they are nurtured and built, gets her up in the morning and drives her to deliver tangible results for ECON’s clients.

    Coleen leads a professional team strongly rooted in executing successful implementation strategies for impactful projects. She leads ECON’s work supporting new development projects as well as projects that repurpose underutilized buildings and sites. Her deep knowledge of public funding programs and their compliance requirements has garnered her recognition with the Commonwealth, as well as with ECON’s diverse clientele.

    When she isn’t leading her team to make great things happen for their clients, Coleen can usually be found traveling for new cultural experiences, cooking with her husband, and enjoying time with their family and rowdy pack of fur kids

Development Services Associate, Abby

  • Development Services Associate

    Abby started with ECON partners as a Development Services Associate in May 2022. Prior to ECON, Abby earned a Bachelors of Social Work (Messiah University ‘21) and a Masters of Social Work (Shippensburg University ‘22). Since joining the ECON partners team, Abby has fostered client interactions, progressed several applications, and tended to other administrative and compliance services.

    In this position, Abby uses her passion for relational and community development to build a strong rapport with clients. Abby sees each day as an opportunity to expand her experience with the preparation and facilitation of public funding strategies, the development and management of grant applications and post-award compliance, and the stewardship and oversight of government relations and stakeholder engagements.

Development Services Associate, Cory Brought

  • Development Services Associate

    Cory Brought has spent her career working in business finance and administration. With degrees in Agricultural Business (Penn State, 01’), and Landscape Architecture (Temple University, 07’), Cory’s passion for the environment, conservation, historic preservation, and design led her to ECON partners, inc. As a Development Services Associate, Cory looks forward to serving as a resource to clients in all aspects of economic development projects and engagements.
