Flats Project (IDG Development Holdings LLC & City of Coatesville)


ECON partners worked in partnership with IDG Development Holdings, The City of Coatesville, and regional stakeholders to obtain a $3,646,266 Business in Our Sites grant and $5,469,401 Business in Our Sites loan to redevelop the largest Brownfield property located in the City of Coatesville, the 20.3-acre vacant property commonly known as The Flats. The reclamation and reuse of this property is a prerequisite for the construction of the National Sports and Events Center (NSEC) and the NSEC’s associated hospitality venues. The NSEC is planned as a mixed-use commercial, meetings, events, and entertainment development currently slated for development on the Flats property. The purpose of the NESC is to strengthen the region’s tourism and recreation economy, as well as to revitalize the City of Coatesville and Valley Township through strong job creation, resilient infrastructure, and economic development.

Train Station Parking Garage Facility (Coatesville Redevelopment Authority & City of Coatesville)


For more than a decade, the City of Coatesville, Coatesville Redevelopment Authority, regional stakeholders, and ECON partners have been in relentless pursuit of funding for a multimodal parking structure associated with PennDOT's active redevelopment of the Amtrak and SEPTA commuter rail station in Coatesville. With ECON’s support and guidance, the City received a $2.0M Community Project fedeeral award through Senator Casey’s office; a $1.0M commitment from the Chester County Community Revitalization Program; $4.0M in RACP grant funding; and $650,000 in DCED MTF funding to support this transformational priority transit project in the City’s downtown revitalization district. All agencies recognize this project to be a high priority with direct social, economic, and transportation benefits for Chester County’s only City.

Delaware County Community College New Southeast Campus (Delaware County Community College)


Delaware County Community College acquired the former Archbishop Prendergast High School with the aim of redeveloping the property to establish a workforce-development focused new community college campus that will provide an education and training ecosystem to meet the needs of the region’s employers in different skilled trades. DCCC, in collaboration with ECON

partners, received $5.5M in RACP funds to support renovations to the existing, main building on campus; demolish obsolete buildings that do not serve the future campus functionality; and construct an annex building that will house workforce training and skilled trade training facilities. This project ultimately supports job creation through the opportunities presented to students and employees needed to teach the content and trade. As one of PA’s 14 public community colleges, DCCC is distinguished by its emphasis on career and technical programs of study that align to the broad range of major industries in the region.

Campus Master Plan Implementation (Variety the Children’s Charity of the Delaware Valley)


ECON has had the pleasure of partnering with Variety – The Children’s Charity of the Delaware Valley, a non-profit organization that offers educational and vocational services to youth living with physical and developmental disabilities. ECON has been collaborating with Variety in pursuit of obtaining funds for its innovative campus Master Plan. The Master Plan is a roadmap envisioned to modernize the 70+ year old campus and facilities and improve delivery of critical services to the children and young adults we serve while welcoming the community to the spaces. With ECON’s support, Variety has secured $2.0M of RACP funding towards creating a new, fully ADA-accessible and modern cabin classroom; the construction of a new headquarters and workforce skills training center; and renovations to the campus gym, which is heavily utilized by Variety’s students and the surrounding community. ECON continues to pursue additional funding opportunities to help Variety realize its Master Plan Campus redevelopment.

Multimodal Transportation, Public Works, and Parks Capital Projects (Borough of Wyomissing)


ECON partners has collaborated with the Borough of Wyomissing for over six years to assist with funding and implementing its priority capital projects. With ECON’s support, the Borough was successful in their DCED Multimodal Transportation Fund submission that resulted in a $2.0M grant that funded the installation of two roundabouts on Innovation Way and N. Wyomissing Blvd; extension of 4th Street through the N Vanity Fair lot; installation of sidewalk and curbing, a new bus stop; and additions of bike share stations, bike sharrows and directional signage. ECON helped secure a PennDOT MTF grant for an additional $633,264. More recently, the Borough of Wyomissing was awarded $98,000 towards updated equipment and software for the Borough’s police department. In the fall of 2022, the Borough was awarded that helped complete the bike and pedestrian improvements.

ECON also partnered with the Borough and local stakeholders to secure $2.0M of RACP funds towards much-needed renovations to the Borough’s existing Public Works and Safety Facility to bring the building into MS4 stormwater compliance and modernize the facility. ECON has also worked with the Borough and state officials to secure funding for the Berkshire Heights ADA Playground and the Stone House Park ADA and pedestrianization improvements.

Cumberland County Economic Development Projects (CAEDC)


Since 2013, ECON partners has supported the development and submission of various grant and loan application on behalf of Cumberland County’s priority economic development projects, in coordination with CAEDC and the Cumberland County Industrial Development Authority (CCIDA). Through this engagement, ECON has assisted a myriad of diverse projects with their application, post-award, and draw down processes, including:

- Trindle Road Connector Project (DCED and PennDOT MTF)

- Friends of the West Shore Theatre (RACP)

- Carlisle Area YMCA (RACP)

- Lemoyne Middle School Redevelopment (RACP)

- Central Penn Youth Ballet (RACP)

Industrial Manufacturing Headquarters Construction (CANPACK USA)


Poland-based, CANPACK USA was awarded a $6.0M RACP grant to construct a $366 million international manufacturing facility in Lackawanna County, PA. The project resulted in the acquisition and demolition of a blighted, 1 million-square-foot facility on a 102-acre brownfield site in Olyphant Borough, where RAPC funds helped to establish a 908,000-square-foot aluminum can manufacturing facility and operations center, including a customer experience center portraying CANPACK’s R&D and lithographic capabilities, its first in the United States.

ECON was hired to lead the project’s construction procurement, project grant scoping, compliance management, and grant draw down processes. ECON worked hand in glove with Lackawanna County, CANPACK USA, and the project construction team to build a strong Application and Business Plan submission, application review, and construction compliance program that resulted in CANPACK being able to draw down its funding quickly and seamlessly. CANPACK’s and the Commonwealth’s investment created more than 400 executive, professional and technical manufacturing jobs. This project marks the ninth largest capital investment in the PA Governor Action Team’s history, and ECON played an important role in its RACP funding implementation.

Higher Education Capital Projects (Lebanon Valley College)


Lebanon Valley College and ECON have been working together to secure public funding for the College’s capital projects since 2018. In that time, ECON and LVC have been successful securing

$2.4M in DCED MTF funding and $400,000 in PennDOT MTF funding for a project that resulted in the construction of a fully accessible, ADA compliant pedestrian bridge over existing RR tracks to connect LVC’s north and south campuses. ECON has also worked closely with local stakeholders to secure $2.0M in RACP funding for the Heilman Center redevelopment to house LVC’s expanded Speech and Language Pathology programs, and another $3.45M in RACP funding for the construction of a new facility for the college’s Nursing and Interdisciplinary Health Education programs. ECON also implements the College’s funding by guiding the post-award grant compliance and draw down processes.

Public Works and Fire Facility
(City of Coatesville)


ECON partners collaborated with the City of Coatesville to secure $3.5 million in RACP grant funding towards reconstruction of a new Public Works and Fire Facility. Coatesville’s current 70+ year-old Public Works building is beyond repair because it has exceeded its useful life. Due to the roof being at risk of collapsing and the HVAC needing a complete replacement, the building is currently unsafe for occupancy, and the City turned to ECON to help fund the critical infrastructure project. Once the facility is constructed, the City will be able to more efficiently and safely serve the 13,000+ residents of Coatesville, all businesses and property owners, and neighboring communities through shared response agreements.

Riddle Hospital Emergency Department (Main Line Health)


In the fall of 2022, Main Line Health was awarded $6,000,000 of RACP funds towards the demand-driven expansion, modernization, renovation, and medical/upgrades of the Riddle Hospital’s emergency department, located in Media, Delaware County. ECON partners collaborated with Main Line Health to secure funding for the emergency department as part of Main Line Health’s $327M campus modernization project. ECON is now working directly with MLH’s design and construction professionals to build a RACP-compliant construction documentation and compliance process so that funds can be drawn down smoothly.
